How to Test a Tradesperson's Skills Before They Hit Your Jobsite

A license or certification tells you what someone learned. It doesn't tell you what they can still do on your scope, on your equipment, today.

A welder can hold an AWS D1.1 plate certification from three years ago and still struggle to run a clean root pass on 6-inch schedule 40 pipe in the 6G position under time pressure. The certification isn't wrong — it's just answering a narrower question than the one you actually need answered. Certifications tell you a person passed a standardized test on a specific process, material, and position at some point in the past. They don't tell you whether that skill has stayed sharp, whether it transfers to your job's specific conditions, or whether the person can perform at production pace alongside a crew that's already three weeks into a schedule.

The same gap shows up across every trade. An electrician's journeyman license says they passed a state exam covering code knowledge. It doesn't say whether they can troubleshoot a fault in a 480V motor control center without freezing, or whether their last five years were spent on residential service calls instead of industrial controls. A pipefitter's union card doesn't confirm they can read an isometric drawing fast enough to keep a fit-up crew fed with material.

This is a different problem than the one credential verification solves. Verifying certifications catches fraud and lapses — someone claiming a license they don't hold, or a certification that expired. Skills testing catches something paperwork can never catch: whether the skill matches the job in front of you, right now.

What a Real Hands-On Test Looks Like, Trade by Trade

The test has to mirror your actual scope, not a generic industry benchmark. For welders, that means a coupon test in the specific process (SMAW, GTAW, FCAW) and position the job requires — if you're staffing a pipe job, test on pipe, not plate. A quick visual inspection plus a bend test on the coupon tells you in twenty minutes whether the root and cover passes will hold up, long before that weld is buried in a wall or a pressure line.

For electricians, the useful test isn't a written quiz — it's a scenario. Give them a de-energized panel with an intentional fault built in, a wiring diagram, and ask them to find it and explain the fix, including the correct lockout/tagout and PPE steps under NFPA 70E. Watching how someone approaches the panel tells you more about field readiness than any resume line.

For pipefitters and mechanical trades, hand over an isometric drawing and ask for a layout and cut list, or have them demonstrate a torque and alignment check on a sample flange. For industrial maintenance techs, a bearing replacement or basic PLC fault scenario shows you troubleshooting logic that a resume simply can't.

Building a Test That's Consistent and Defensible

A skills test only holds up if it's standardized — same task, same pass/fail criteria, same conditions, for every candidate at a given skill level. That protects you two ways. Operationally, it means you're comparing apples to apples across candidates and across time, instead of one coordinator's gut feel one week and a different coordinator's gut feel the next. Legally, a documented, job-related, consistently applied test is far easier to defend than an informal or ad hoc evaluation that varies by who happens to be running it.

Keep a simple score sheet: task performed, pass/fail against a defined standard, evaluator name, date. Retain it with the placement file. If a dispute ever comes up about a worker's competency on a specific scope, that record is the difference between a five-minute conversation and a drawn-out one.

Who Should Run the Test — You or Your Staffing Partner

A staffing partner's job is to pre-screen for baseline competency before referring anyone to your site — confirming the person can plausibly do the trade at the level claimed. But final field-fit testing to your project's specific weld procedure specification, code requirements, or equipment is often best handled by your own QC lead or welding inspector, because specs vary job to job in ways a staffing coordinator can't anticipate.

Say a plant turnaround needs eight pipe welders qualified 6G on carbon steel for a ten-day outage window. Running a twenty-minute coupon-and-bend test on all eight before the outage starts costs you roughly half a day of a QC lead's time. Skipping that test and discovering on day three that two welders can't hold a consistent root costs you re-staffing under schedule pressure, rework on joints already tied in, and lost outage days that don't come back. The math only works one direction.

Where Skills Testing Breaks Down in Practice

Two failure modes show up repeatedly. The first is testing to a harder standard than the job actually requires — demanding a 6G pipe test for work that's all flat-position plate — which needlessly shrinks your available bench and slows down staffing for no real benefit. The second is testing to a lower standard than the job requires, which creates false confidence and pushes the real evaluation onto the jobsite, where the cost of finding out is much higher.

The first few hours on site are still part of the evaluation, whatever testing happened beforehand. Watch tool handling, PPE habits, and whether the person's pace matches the crew around them. If something's off, that's exactly the window a return-or-replace policy exists for — evaluate early, and don't wait past the first day to make the call.

Should I skills-test every tradesperson, or just welders?

Welding gets the most attention because a bad weld can be structurally invisible until it fails, but the same logic applies to any trade where a paper credential covers a broad skill and your job needs a narrow one. Electrical work on industrial controls, pipefitting to a specific isometric standard, and PLC troubleshooting all benefit from a short hands-on check. The rule of thumb: if a mistake in that skill would be expensive or dangerous to discover mid-project, test it before dispatch.

Who pays for the testing time — us or the staffing agency?

This should be settled before the job starts, not during it. Baseline screening for competency is typically part of what you're paying a staffing agency's bill rate to cover. Job-specific testing to your exact spec — a weld procedure test to your WPS, for example — is more often the contractor's responsibility, since it requires your QC lead and your project's actual documents. Clarify this in the staffing agreement so nobody assumes the other side is covering it.

What if someone has all the right certifications but fails our skills test?

That's the scenario the test exists to catch, and it doesn't necessarily mean the certification was fraudulent — skills atrophy, and certifications don't expire the moment competency slips. Treat it as a mismatch for this specific scope rather than a character issue. The person may be a strong fit for different work; they're just not ready for this task today. Document the result and route the decision back through your staffing partner rather than making it a one-off judgment call.

Can skills testing expose us to a discrimination claim?

The exposure comes from inconsistency, not from testing itself. A skills test that's standardized, tied directly to the actual job requirements, and applied the same way to every candidate at a given level is a legitimate, defensible business practice. The risk shows up when the difficulty, format, or pass bar shifts depending on who's being tested.
